Profile

Vanh Dilaphanh is the Director General of the Department of Planning and Finance at the Ministry of Public Works and Transport in Lao PDR. In her role, she oversees planning, cooperation, investment, and statistical activities within the public works and transport sector. Vanh has extensive experience in designing long-term policies, strategic plans, five-year development plans, and annual public investment plans for the sector. She also leads the team responsible for developing the Public-Private Partnership (PPP) Project for Luang Prabang International Airport (LPIA). Vanh holds a Master's degree in Civil and Environmental Engineering from Nagaoka University of Technology, Japan.
